Will this also be restricted to those making around 15-24k a year or for seniors only? Are these income controlled units? Who are they for?How many? What is estimated time for completion? Is there anything aimed at the middle class in this? Any actual plans/locations/blueprints?

More taxpayer debt. If the city didn't have so much red tape and constrictions, developers could build housing for all income levels, thereby freeing up other housing for those with modest incomes......
