I wish someone could explain why it’s ok to suggest putting nav centers in desirable, expensive, heavily touristed locations but not ok to suggest locating shelters and services in less expensive, ie more economical/efficient, locations.

My guess is there will be more human feces on the street in your city next year. And then more the year after that. Chicago certainly has our problems, but at least I'm not walking on human shit three out of every four steps...
