I share your urgency. I introduced legislation declaring a shelter crisis, which will allow us to bypass the usual bureaucracy to build shelters & contract for services more quickly. SF has been receiving millions in federal help over the years for their homeless problems yet there has not been much headway made. Perhaps it is b/c the money given is to help other agencies too & they get priority! This is not public knowledge tho but should B.
