Ms mayor, the judge prohibits banning the homeless ppl from living / sleeping on city streets because the city does not provide the shelters for all the homeless ppl. City can’t afford shelters for all the homeless ppl, but can find the place to set up the tent campus for all.
We can't just say there is a homelessness crisis in our city and continue moving at our normal pace. Give stores that provide public restrooms a tax discount. Open a warehouse for folks that want to setup a sleeping bag inside. Bring the city's toilet and shower trailer. This doesn't have to cost a lot, but it would end a lot of misery on SF's streets.
