I admit that I am perplexed. Sure it is a nice "looking" plan. And I understand that

Also, do these shelters have the necessary education and means to support the mental health issues and drug addition that the homeless face? It’s absolutely important to give them a bed but to get them to a better place overall we need to get them the help they need.
