How about modular permitting instead? The construction phase is pretty fast already. It’s the permitting phase that is holding things up.

Mayor Breed, Before committing scarce housing resources to modular please do your homework, check the facts. I can’t find a single example of successful modular housing project in the US. A single building in Brooklyn was completed after years of delay and cost overruns, too bad

The great economy in modular construction among the factories that currently produce them is the low labor costs where they build them, eg Central Valley, Riverside County. SF would be expected to pay prevailing wage and comply with all our normal work force premiums, etc. $$$$$$

the whole point of modular is to make construction cheaper and quicker. decrease amount of time workers (union) take on a project, keep prevailing wage, while still cost saving. union getting involved in factory ops kills this. seems more of a political move than economical.
