We must do more to help our homeless population get care and shelter, which is why I'm increasing funding for residential care facilities and leading the charge to reform our conservatorship laws to help those suffering from severe mental illness & addiction.

So she walked a few blocks in SOMA and breaks the convention? I live in SOMA and have to walk in bike lanes to avoid the encampments/litter piles on the sidewalks. Hire police to enforce the laws on the books, if people don't feel welcome they won't stay.
