You called your homeless population, clients; on your recent interview. Why give money to organizations instead of creating public restrooms? How convenient to make them accountable for YOUR citizens.
I think more public services such as restrooms would be a great start! Asking people to respect their environment and fellow neighbours is really a big ask when those people have no incentive to do so. I doubt they feel anyone genuinely cares about them so?
