Well I have dozens of false claims on my videos that fall into this short song clips category, when will those be fixed?

By false claims, do you mean that the claimant's content is not present in the videos or that you have the rights to use it? If so, have you disputed? If the content is present in your videos, this new policy only applies to claims moving forward–past claims won't be impacted.

It's actually a combination of both. Firstly, all of my uses fall under fair use, so for my sort of commentary and criticism use of short clips is allowed. 2nd, some of the claims are on short clips with brief sound effects and music, which is being claimed by copyright trolls.
