One of the things makes it so hard to assess numbers is that there are different ways of reporting. Some report using the date of the test, others the date of exposure, and some on the date the results of the test are returned.

The numbers are hard to interpret. Some states report the date of exposure, others the date of the test and/or the date the test was reported. Most use the total number of cases rather than active cases. The total includes deaths and people who have recovered.
