It's obvious that there would be many more people on the side facing away from the harbor since the buildings were relatively close to the water. If you were on the harbor side of the building, chances are you were being pretty cautious since you were necessarily closer.pic.twitter.com/wSS9aHZyEu

Perhaps "bay" is the proper term, I'm not an expert on the geography of the area. Either way, it's close to the water. The diagram shows the areas most affected by debris.
