What amazes me is that, any President who sent any $US to a foreign country *without* some form of quid pro quo, (to the benefit of the US) , should be run out of office. What other reason is there to hand over money to a foreign country, and get nothing in return?

The quid pro quo was for trumps personal gain, his re election, trump was extorting an ally government (Ukraine), who is at war to promote conspiracy theories-which helps his campaign THAT is CLEAR ABUSE OF POWER, no POTUS should use full apparatus of US GOVT for personal gain!
