People of color make up 95% of Texas’ population growth, but the state’s new political districts favor white voters. Texas is 40% white, 39% Hispanic, 12% Black, 5% Asian. In the new congressional districts, 23 districts have white people as the majority demographic group among eligible voters. 7 are Hispanic. 8 have no majority. In the state House districts, 89 districts have white people as the majority demographic group among eligible voters. 38 are Hispanic. 6 are Black, and 25 have no majority. In state Senate districts, 28 districts have white people as the majority demographic group among eligible voters. 7 are Hispanic. 1 is Black people. 3 have no majority.
