Civil penalties for illegal crossings will NOT be a deterrent. A “parking ticket” for illegal immigration will gladly be paid by millions of people to get into America. Decriminalizing illegal entry is Open Borders and a nightmare for national security.

If traveling 2,000 miles through dangerous country, subject also to hunger and thirst, much like the pioneers in our country’s history is not enough to deter them, you’re right, a “parking ticket” won’t either, but given their sacrifice and determination, why would you want to?
