Presidents Bush, Obama, and Trump have all sent troops to help secure the border in the past. What’s the difference between troops securing the border and troops constructing barriers to secure the border?

TROOPS are under POTUS' command. The BUDGET is something allocated by Congress, an equal branch of government. POTUS can't just take money out the piggy bank to pay for whatever pet project he wants. If you're asking this question, maybe you don't belong in Congress.
