The Republican proposal would be appropriate as a first offer in negotiations. Our nation can not wait for ongoing negotiations!! The shutdown is putting our national & economic security at risk! The Senate must open the government NOW!
There is no reason the opening of the government needs to be negotiated. Just do it - no strings. Republican cruelty keeps this in play as a desired hostage tactic.
