Where is the line between viable and unviable drawn? Please inform me.

Depends on the context, right? A resto druid for world first progress hasn't been viable for at least a couple tiers now. On that same note though: For CE guilds literally every spec is viable and has been for years.

Nah it's not about what's best, viable for wow specs is more of a question of if you can get by using it. It's like asking if it's feasible.

So viable is any setup that can Get the job done?

Emphasis on CAN, not neccesarily will.

Yes! At least this is how I use and and see it used. Viable isn't the same as optimal. It's more of a question of if you can make it work like you said.
