That's consistent with the last few expansions. BFA major tuning was done after pre-patch was live, then again the first week of Uldir.
Yeah and if we learned anything from that it's that class balance is a complete disaster when it's ignored.
Emerald nightmare and uldir aren't exactly known for their class balance

I'm not saying they did a good job with balance in those patches. I am saying that they can only do so much at this stage. They can fix big outliers, but if they don't have consistent raid and dungeon data after people have really fleshed out their specs, they have no target.

Class balance isn't being ignored. There just isn't consistent data to measure anything yet. On beta most people have at least a few broken things still, it would be a mistake to start tuning without establishing a baseline. Which we will have a couple of weeks into pre-patch
