That's consistent with the last few expansions. BFA major tuning was done after pre-patch was live, then again the first week of Uldir.

Yeah and if we learned anything from that it's that class balance is a complete disaster when it's ignored. Emerald nightmare and uldir aren't exactly known for their class balance
