Every player in m+, pvp and raiding agree this would be an amazing improvement. The WoW team doesn’t value community feedback.

Preach actually gave pretty decent insight on this. While I do agree they should be account wide it, it doesn't solve the issue of new players who haven't gotten it yet. There doesn't seem to be an obvious great solution. Probably why essence costs were reduced for now.

Devs probably tried to find a balance between "free essences for all" and keeping same hard work. If they made essences for all (which I wouldn't mind at all and many others wouldn't) there would still be a shitshow on the forums about how the hard work was for nothing.

So why not both, when you get rank 3 you get it on all your alts and new players can farm them faster with the nerfs already coming in 8.3. They could also make it so you have to farm rank 1 on alts and you get rank 3 right away if they dont want to give it for free
