No idea if Trump can execute this, but here's what I think he's trying to accomplish. Announce some pointless deal and then claim something bigger is coming. Talk about this bigger deal until election, but there will be no big deal. Once reelected go fire and brimstone on China.

Problem with that idea is Elizabeth Warren is picking up this issue. The Fake Deal Strategy is harder to pull off.
