Define "their earnings". That's the problem. You say the average of their declared earnings over three years. But what if they've only been self-employed for 6 months? Or took a 6 month break last year? And other situations.
Without action, those who are self-employed may be forced to ignore government guidance to stay home & plough on with their work, or face real hardship.
