@MankindInit can we honestly say that this will mean that no survivor of domestic or sexual abuse will go unsupported, whilst also badging this as a purely 'violence against women' issue? Would it be there as a right to all, regardless of gender though? In practice, there is no equality in provision for victims of violent hate crimes in the UK.
