Because he was in Wuhan anyway to do 10 other things and it has symbolic value that he called while there. I think there's a disconnect between super sharp cognoscenti critiques and how this actually plays across China. Most people probably don't care or find it sensible.

And most people in China don’t give a flying fog for Hong Kong’s fight for a fluid timing democracy, but that won’t stop people in HK lodging complaints. China’s largeness is no excuse for anything.
