I think this has been planned for some time - look at the stories those reporters wrote. CCP really didn't like it. They were just looking for an excuse and found one with that headline. Which also conveniently sends a message to other foreign media to "watch it"

Could be. My hot take guess is that they would love a high profile spat right now with the “Western” press on this issue (and with that horrible headline) in order to channel public opinion to a bright, shinny, nationalistic object. Of course, reasons are not mutually exclusive
