In the grand scheme of things it doesn't really matter as it's internal propaganda that doesn't really influence anything and only means that the authority is afraid of loosing respect due to its weakness. Hence, demonization of an enemy to look as a people protector.

makes more sense than the claim that ren himself likes to use shangganling to fan the flames. Anyone slightly old in china views the film as classic propaganda work, to say nothing of the aging demographic.
