Not sure about WeChat, works with Alipay on airplane mode (refreshes properly). Technically speaking QR code is just a token, much like your Google Authenticator app.
It requires connectivity to start the wechat app before one can pull up the QR code. I’ve had this problem in multiple locations. For example, always have bad connection at the taxi stand near the Futian port and end up paying cash. That issue is weak/slow signal - if you turn Airplane Mode on first so the phone has no signal you can open the app and get to wallet instantly
