If anything, they will make China more determined to develop its own technologies. U.S. just needs to keep investing in R&D and keep innovating. That's the only way to stay ahead of the game.

China Extends Lead as Most Prolific Supercomputer Maker https://www.nytimes.com/2018/06/25/technology/china-supercomputers.html … This happened after Washington denied Intel a license to sell its microprocessor chips to four supercomputer labs in China in 2015. Tariffs, export ban and investment restrictions won't stop China.
