Carl Hempel is an under-appreciated philosopher. Within psychology he's known as "the operationalism bloke" which generates misunderstandings of what he actually said. Within phil. science he's a legend but even here grad students just learn his ideas to practice refuting them...

I don’t know his work as well. My friends who work on causation tend to think of him as an important pioneer, and I at least find his popular book “The Rise of Scientific Philosophy” fun if only because of how contrarian it is.
