A great Guatemalan politician once said "El respeto al derecho ajeno es la paz". Respecting other's right is peace. In San Francisco the right to personal property seems to be forgotten. Just yesterday i saw a bicycle dismantling station and witnessed a car break-in.

I don't think it's either or... How would you feel being the owner of that car and coming back to 2 smashed windows? Or having a bicycle as a means of transportation and getting it stolen while you work?

2) I had a teacher friend who had his windows smashed 2x & a work computer stolen. He told a story about it one couldn't help laughing at, but he never said, I hope the person who does this serves 10 years, or any time at all. I've had a bicycle stolen too & more, so . . .
