Try looking into charities that help the homeless near you. It might never help that man specifically, but chances are it will help someone like him.

Hence my suggestion to give to a charity instead. I'm sure he would appreciate that stuff! But dedicated charities would know for sure, and using donations they can often get things in bulk to distribute even further. It's up to you!
