Try looking into charities that help the homeless near you. It might never help that man specifically, but chances are it will help someone like him.
i'm thinking of making him a care package of like, toothbrush, socks, snacks etc.. do you think he'd like that? or just some cash? i'm worried he might turn to drink or something to keep the cold at bay instead.. bit is that really my choice to decide that for him? argh

Hence my suggestion to give to a charity instead. I'm sure he would appreciate that stuff! But dedicated charities would know for sure, and using donations they can often get things in bulk to distribute even further. It's up to you!
