The answer is that the Accord Project stack is not blockchain-dependent (you can use it for simply creating structured contracts, similar to document automation systems) as well as being blockchain-neutral (used with the Hyperledger frameworks, Corda, Ethereum etc).

Originally focused on standards it developed its own language.
We wondered why it didn't join @Hyperledger.
Our guess is because it aims is to be tech neutral.
