Absolutely Layla. The real crime is that in this day and age homelessness even exists, not those who find themselves forced into sleeping/living in the streets. We must all work together to ensure support networks are fully in place and funded correctly to help people in need

The overwhelming majority of rough sleepers in London are not forced there. They are there because they want to be. In Central London, they are constantly sought out and offered support - which is almost always rejected or used as an excuse for their continued behaviour.

I agree however we need to put in place an alternative that addresses the legal specifics of the vagrancy act with well structured and funded social and mental healthcare provisions.

Those things already exist and have no conflict with the Vagrancy Act. The problem is that most of the people sleeping rough and begging are doing exactly what they want to do and don't want help.
