It would very helpful to compare the impact of border control (universal testing; quarantine where needed) vs border closure. You would find I suspect is that closures have been more political theatre than effective or necessary
When @WHO reforms IHR, it must revisit travel bans. WHO has opposed them but to no avail. Border closures have further divided the world & undermined IHR compliance. Pandemic regulations are useless if they’re widely ignored. We urgently need global norms based on evidence
