Interestingly, it appears to have been issued as guidance, not an EO (for now) and is based on travel history, not state residence.
I didn’t like it when states quarantined travelers from NY. It’s unconst’l. @NYGovCuomo didn’t like it. So why is NY quarantining visitors from other states? Quarantine requires an individual risk assessment & due process. Not discrim based on state residence or chill on travel

Australia has completely closed borders of most states during 2020. An unheard-of measure but it protected vulnerable communities and helped each state achieve control given their unique epidemiological situation. Quarantining seems less drastic and quite a reasonable measure?
