Prob using the word “rare” for 16% wasn’t the best idea, either.Might just be me, but IMO rare is at most less than 5%.In any event, please, @WHO, try to have more clarity & be more consistent.Please.Not the first time both have been lacking in WHO communications this pandemic.

I wouldn't even say 5 percent is rare. Less than 1 percent is rare imo.

As a member of the general public who listens regularly to the WHO press conferences and reads WHO guidance, I've understood the distinction for weeks. And what was said in Monday's presser was not new. IMO, the poor messaging was by the press.
