Does Defense Production Act override state PH powers to protect workers & public? Congress can preempt state ph reg, but that was not Congress' intent. Perhaps fed law would override state closure orders, but Congress did not say, nor did it intend, to preempt state health reg 3X
Bottom line: Governors and state ph agencies can and MUST rigorously regulate health & safety in meat packing plants, starting with giving @CDC guidelines the force of law which the state will enforce. Worker safety is both an ethical and legal imperative. 4/4
