One of my biggest misconceptions back in late January - echoed somewhat by the WHO - was that outside of mainland China COVID19 was going to primarily be a problem in developing nations w/ poor HC. US had 6 cases on 30 Jan and we didn't get out of double digits until March
the USGOV response, unfortunately, was in line with what was presented on the surface. Realistically you had to look outside of/ahead of the WHO guidance at the time to get on the right track.
