Could we get econ restarted via massive invest in PH infra, esp smart testing 10s of millions, privacy-valuing digital systems; recruit huge ph workforce for contact tracing... Yes, of course we want to invest in testing, PH. But at this stage in pandemic, not fully feasible. 2x
