Well targeted isolation of diagnosed #covid cases & quarantine of known indivs exposed lawful & ethical. But cordon sanitaire (lockdowns) of entire area or city is overbroad, disproportionate. Courts would strike it down b/c no individualize risk assess.
Tight to travel is a fundamental. When we balance ph w/ hrs, we need to act on scientific evidence, use the least restrictive alternative, and provide due process of law. If we act on science & ethically we will be on strong grounds as we navigate a new world of social distancing
