The idea @WHO should use different warning levels leading up to pandemic isn't a good idea. Why? Because it would cause public panic & added confusion. In any case, WHO has no legal duty/power regarding pandemic status, conflating with PHEIC.
To demonstrate the adverse health messaging of various levels of epidemic messaging: During #H1N1 DG Margaret Chan use @WHO influenza plan, as she kept publicly raising the alert level. This caused anxiety, panic & confusion, w/ WHO never again resorting to this kind of messaging
My bottom line for @WHO. Yes, work w/ states for tiered levels for a PHEIC, w/ more precise definitions and consequences. But don't exceed WHO's legal authority by classifying pandemics. Most people will just hear the "panic" in pandemics, something @Tedros has wisely alluded to.
