Larry, I think a major challenge is saying “#2019mCoV has not extended much beyond China, one country”. But that is forgetting China is huge, bigger than the entire EU. How do we change the idea that if “contained” to one country it is not a PHEIC?
* @tedros wants intermediate emerg level to afford @WHO flexibility. How would this work legally? Renegotiating #IHR would be vast job, taking years w/ 196 states parties. What criteria would we use? What powers would result? In meantime, #coronaravirus spreads. No time to lose

That’s true, but containment within a single country borders is a good working threshold (not to mention also a significant achievement), regardless of the size of the country. I thinks it says something about the spread of the epidemic, but not its size, as you point out.
