EC has given understandable reasons for concern w/ #PHEIC. Consider a different framing: Yes PHEIC could increase violence or provoke travel restrictions. But we don't have evidence that would occur. Saying no emergency sends the wrong signal to govts, media, and int'l community
I have one final request of EC: I think it unwise to rely on IHR criteria as a reason not to rec a PHEIC. Most international law experts clearly believe that criteria for PHEIC are met, and have been met for months.
