GH scholars surprised by @WHO EC rec against PHEIC in DRC, given spread to @WHOUganda. I believe it was pol decision but EC gave legal reasons, saying #IHR criteria weren't met. EC members have more expertise than I, but I respectfully disagree. A PHEIC is justified by ph & law.
If @DrTedros decides to reconvene #IHR EC in the future, I respectfully suggest he adds other voices to EC, including a legal scholar & civil society leaders.
