I agree w/ @JenniferNuzzo. This is the KEY question. If IHR is not helpful, even harmful, then what? Surely it isn't to ignore an int'l treaty. The treaty is not above the life and welfare of people. If in these particular circumstances it changes practically nothing on the ground and by declaring the outbreak a PHEIC there is a chance to make things worse, it should not be used.
