In @thehill @jghodgejr & I argued Rockland County Emerg Declar banning unvaccinated from public places was unlawful & punitive. Judge struck it down. Now County declares 2nd emerg, mandating that anyone w/, or exposed to, measles avoid public spaces or face $2,000-a-day fine.
That order is lawful & reasonable. It does not ban unvaccinated children from public places, a virtual home arrest. But it's a measured response that applies only to those currently sick with measles or exposed to measles; & only for the duration of incubation or infectiousness.
