NYC’s Health Department budget is about $1.7 billion for 8 million people - that does not include the budget for the public hospital / healthcare delivery system, which has a separate budget ~$1B. What should the budget be for 8 billion people?

It is not how much funds WHO has, it is for what reasons WHO is needed. As countries®ions find more competence &better resources, it is not necessary to have head heavy organisation. UN & WHO encourages uncivil practice as tax free salaries. whole world pay tax why not WHO.
