Yes I agree. So we have an Act (Transforming Corrections) that looks really good. However without the resources (money) it is a useless piece of paper.

Worse then useless because it endangers the workers. Especially if not properly supported with the budget!

I will believe it was properly budgeted when I see it. I have actually spoken to a few of those that worked hard on this Bill. I have a great deal of respect for them. However I highly doubt the Bill was properly budgeted
