They haven't. It was closed sometime last year when they determined it had "lost its focus and meaning" and have been "working on a new iteration" since. In the meantime, they DO verify accounts according to cultural necessity, such as students of the Parkland shooting event.
I don't know if they've reopened verification. After I had that string of imposters I tried but was rejected (seeing as they changed the verify rules/applications 2 days later.)
